Clerk of Legislation – London

Following the appointment of the new Clerk of the Parliaments we are recruiting a new Clerk of Legislation. This is a key senior leadership post in the House of Lords, reporting to the Clerk Assistant and delivering excellent services to members to support and strengthen the work of the House. A new senior Chief of Staff post to support the new Clerk is being recruited in parallel.

This is a unique opportunity to support the legislative process and support the UK’s parliamentary democracy. The Clerk of Legislation leads a team of approximately 28 interdisciplinary specialists who support the House’s scrutiny of public, private and delegated legislation. As Head of the Legislation Office, they will continuously improve services and organisational performance, and deliver corporate responsibilities such as business and financial planning.

You’ll be accountable for

  • Leading and managing teams, motivating and developing individuals and the team
  • Pre-introduction correspondence with Parliamentary Counsel, determine scope and ensuring Bills, Explanatory Notes and amendments are accurate
  • Point of escalation for private and hybrid bills, delegated powers and secondary legislation
  • Promoting understanding of Lords legislative work, including through presentations and events for members, colleagues and the public
  • Clerk at the Table, supporting efficient conduct of Chamber business

What we’re looking for

  • A through and in-depth understanding of the procedure and practice of the Lords, and the broader political and constitutional context in which the House works
  • Demonstrable ability to deliver advice on procedure in a political environment, and a creative and pragmatic approach to problem solving
  • A visible and approachable leader, who inspires confidence, acts decisively and with integrity, having assessed options and risks

This is a permanent post, however, the post holder may in future be moved to another SB2 role requiring the same competencies, currently Clerk of Committees or Reading Clerk.
