About the Team
 

Ofcom has implemented an ICT partnering strategy to deliver its services by outsourcing a number of activities, specifically around service management and project delivery. Ofcom retains the overall management and accountability for Ofcom ICT services and works collaboratively with its partners to deliver as a single ICT team to the Ofcom business.    

The outsourcing strategy is driven by value for money along with skills and know-how to deliver excellent user experience and maintain high levels of customer satisfaction.   

  

The ICT Programme Delivery function is part of ICT team within Corporate Group. The Programme Delivery Team is made up of Programme Managers, Project Managers and Business Analysts.  The Programme Delivery team works with the Architecture and Service Management teams, also within ICT, to deliver solutions for Ofcom. 

 

All teams work together to support every area of Ofcom in delivering change – be it a new tool, process improvement or evolving our offerings both internally and externally.

Purpose of the Role
 

This role will be responsible for the delivery of programmes and projects by working collaboratively across the business, keeping projects running smoothly.

This role will collaborate with other Programme Managers, Architects, Service Management, Delivery Partners and the ICT PMO team, adhering to the ICT delivery Framework.
 

This is one of a number of Programme Manager roles within the team.  Currently, this role will manage delivery of projects to build our Data Platform and Data Lake and provide access to the data and analytic capabilities to all Groups but it is intended that the Programme Managers will be able to manage deliver of work on a variety of platforms and rotate between platforms as needed.

Your key responsibilities
 

Portfolio planning 

  • Lead the planning and agreement of roadmaps with other Groups

  • Plan and prepare for PPGs, (Portfolio Prioritisation Groups) to gain approval for the roadmap and approval of projects as they move through the Portfolio Management process

  • Prepare the necessary information, including Statement from the Start, to support the portfolio management process

 

Project, Portfolio and Programme Management 

  • Directly manage the delivery of larger projects or programmes and support other project managers in the delivery of projects within your portfolio, ensuring they are delivered on time, within budget and meet the objectives

  • Provide leadership and coordination to cross-functional teams (including project managers, developers, business analysts, and subject matter experts) to deliver projects, fostering collaboration and guiding the team to achieve cohesive delivery across technical and business workstreams

  • Manage third-party suppliers and partners, particularly those providing Salesforce, Optimizely or Workday services, overseeing contracts, deliverables, and performance so that external contributions meet the organisation’s standards and project requirements.

  • Drive effective change management to embed new systems and processes into the organisation – coordinating user training, support, and communications

  • Ensure that projects are delivered in line with the ICT Project delivery framework and comply with all relevant public sector standards and regulations throughout the programmes – for example, maintaining data security (GDPR) for CRM data, upholding accessibility standards for digital services, and adhering to government procurement and ICT governance frameworks

  • Establish and oversee robust programme governance and reporting, conducting regular status reviews, tracking risks and issues, and presenting to steering committees or boards as needed in line with Ofcom processes.

 

Budget Management 

  • Ensure that project budgets are tracked and actively managed. 

  • Ensure that all changes to projects (including changes to time, scope and duration) are managed via approved change requests and that budget impact is discussed and agreed prior to CRs being approved

  • Support the budget and quarterly forecasts processes to ensure that timely and accurate information is available

Platform Management

  • Translate Group based roadmaps into delivery plans for our Core Platforms and managing the planning and delivery of these with our delivery partners

  • Work with other Programme Managers to agree platform delivery plans and manage the impact of project change requests

  • Collaborate with delivery partners to agree the platform delivery roadmap

  • Maintain a 12-month rolling resource plan to deliver the roadmap and provide Coforge or alternate supplier with at least 3 months’ notice of increases/decreases in resource required

  • Work with outsource partners to optimise the delivery model to maximise capacity and minimise cost while maintaining quality

CPM  

  • Provide Career and Performance Management support and guidance to other project managers

  • Actively contribute to making changes and improvements to the ways of working based on the colleague survey and other feedback

 

Team Support

  • Provide support the Head of ICT Programme Delivery and collaborate with the leads in the ICT Programme Delivery team

  • Contribute and help prepare for team meetings

  • Help to improve future ways of working with a continuous improvement approach

  • Contribute to defining future ICT and business strategy

The skills, knowledge and experience you will need for success

  • Programme Management: Experience of planning and delivering a portfolio of projects or a programme of work

  • Project Management: Experience and skills of managing IT projects using Agile delivery methods.

  • Articulating Ideas: Excellent oral and written communication skills, adept at explaining complex information clearly and concisely, able to communicate effectively to different levels of seniority

  • Embracing change: Experience delivering results in fast-paced environments and adjusting approaches to meet changing needs and situations. Proactive in identifying and addressing issues, offering new ideas and implementing improvements to processes and how the team works

  • Budgeting and forecasting: Experience planning, monitoring, controlling and communicating financial information.

  • Forming Relationships: Confident at building and managing constructive working relationships with cross-functional teams, including, architects, business analysts, senior leaders and able to persuade, influence and hold to account different people.

  • Executing Plans: Strong organisational, planning and project management skills. Ability to think clearly about business challenges, deadlines and opportunities, identifying the bigger picture and prioritising effectively

  • Leadership: Empower team members with guidance and let their potential shine. 

 

Qualifications & Accreditations
 

The following training is desirable:

  • PRINCE 2 Practitioner, MSP, APMP or equivalent 

  • Agile Scrum Master or other relevant Agile training

  • ITIL v4 Foundation
