Job Description

To implement the Project Procurement Strategy from Client PPQ stage through to mobilisation of the successful project award being the P&SC point of contact throughout the Client tender process ensuring compliance with the Costain Way Policies, Procedures, and standards. Leading and managing work winning and bid procurement for procurement and supply chain to ensure procurement is carried out professionally, in accordance with governance and in line with the project’s requirements and constraints. Ensuring procurement is carried out in ethical, transparent, and fair way whilst demonstrating best value with robust procurement process, innovation, lessons learnt and inclusivity, always.

Responsibilities

  • Supporting the Procurement & Supply Chain Manager (Work Winning Bid process) in delivering project, procurement, and supply chain objectives.
  • Assisting bid teams in developing procurement strategies and supplier selection to ensure we successfully win projects from clients
  • Supporting the estimating function in developing price build-up and carrying through bid-stage intelligence into project delivery.
  • Managing relationships with internal and external stakeholders to ensure project requirements are reflected in procurement activities.
  • Ensuring supply chain assurance to meet group, project, and package requirements.
  • Assisting in the application of procurement and supply chain processes, ensuring inclusiveness and diversity of thought.
  • Supporting the delivery of sustainable procurement objectives, including participation in supply chain-focused events.
  • Supporting bid teams in developing responses to P&SC technical competency questions.
  • Maintaining professionalism and efficiency during periods of pressure.

Knowledge, Skills, and Experience

Essential

  • Significant procurement and supply chain experience in supporting Client tenders / bid winning / estimating.
  • Working knowledge of digital Procurement tendering Systems.
  • Demonstrable negotiating skills and securing best value outcomes.
  • Excellent communication and influencing skills.
  • Experience working on infrastructure projects.
  • Experience using electronic tendering tools (eg Jaggaer, SourceDogg)
  • Experience of working on civil engineering projects
  • Practical approach and logical thought process.
  • Knowledge of office management systems, including document control.
  • Strong analytical skills.
  • Legal, contractual, and construction knowledge.
  • Confidence and ability to assert influence.
  • Knowledge and application of NEC contracts.
  • Ability to maintain a measured approach in a dynamic environment.

Desirable

  • Experience of working within a matrix organisation, with abilities to influence at all levels.
  • Knowledge of Costain Procurement and Supply Chain Management systems and requirements.
  • Previous knowledge of Frameworks projects and associated procurement practices
  • Experience using Jaggaer, SourceDogg

Qualifications

Essential

  • MCIPS qualified or working towards CIPS qualification.

Desirable

  • Bachelor’s degree in Supply Chain Management, Business Administration, or a related field.
  • Other accredited certifications in procurement or supply chain management
