Estimator (MEICA) –
Job Description
We are looking for an experienced MEICA Estimator to join our pre-construction and commercial team, supporting the delivery of major water and wastewater infrastructure projects.
The successful candidate will be responsible for developing accurate and competitive estimates for Mechanical, Electrical, Instrumentation, Control and Automation (MEICA) works across clean water, wastewater treatment and associated infrastructure projects.
This is a Home Based role and will work closely with design, procurement, project delivery and commercial teams to develop robust cost plans and tenders from early-stage opportunities through to detailed submissions.

Responsibilities
- Prepare detailed and accurate estimates for MEICA packages within water and wastewater projects.
- Review tender documents, specifications, drawings, schedules and design information to establish project requirements.
- Develop detailed labour, plant, materials, subcontract and equipment costs.
- Obtain and evaluate quotations from suppliers and specialist subcontractors.
- Prepare bills of quantities, schedules of rates and cost build-ups.
- Identify scope gaps, risks, assumptions, exclusions and opportunities within tender documentation.
- Liaise with design teams to understand technical requirements and identify value engineering opportunities.
- Work with procurement teams to ensure competitive and commercially robust supply-chain pricing.
- Produce tender submissions and supporting commercial documentation within agreed timescales.
- Undertake benchmarking and maintain current knowledge of MEICA rates, suppliers and market conditions.
- Contribute to value engineering and cost optimisation throughout the pre-construction process.
- Support the preparation of cost plans and estimates at different stages of project development.
- Present estimates and commercial assumptions to senior management and project stakeholders.
- Maintain accurate estimating records and contribute to continuous improvement of estimating processes.
- Support the handover of successful tenders to the commercial and project delivery teams.
Knowledge, Skills and Experience
You will ideally have experience working as an Estimator, Senior Estimator or MEICA Estimator within the water, utilities, M&E, infrastructure or construction sectors.
- Strong knowledge of MEICA systems and installation methodologies.
- Experience estimating mechanical and electrical works, ideally within the water industry.
- An understanding of water and wastewater treatment processes and associated assets.
- Ability to interpret engineering drawings, specifications and technical documentation.
- Experience obtaining and analysing supplier and subcontractor quotations.
- Strong commercial awareness and understanding of construction costs.
- Excellent numerical and analytical skills.
- Good knowledge of estimating and cost-management principles.
- Strong attention to detail and ability to work to tight deadlines.
- Excellent communication and stakeholder-management skills.
- Ability to challenge information constructively and identify commercial opportunities and risks.
- Proficiency with Microsoft Excel and estimating software.

Qualifications
- Degree/HND level qualified or equivalent in mechanical or electrical engineering or a related discipline.
- Relevant professional qualification or membership of a recognised industry body.
- Experience working on major UK water infrastructure programmes such as AMP delivery programmes
