We have a role within our busy Contracts team at Surrey and Borders Partnership NHS Foundation Trust. Our Trust cares for people with mental health and emotional well-being needs every day. And we need your expertise.

This is a full-time post (37.5 hours per week). The role will be based in Leatherhead in our newly refurbished Headquarters at the Mole Business Park, however home working will be considered for the right applicant, but you will be required to attend the office at least 2 days per week. (Wednesdays is mandatory day)

Travelling across our locations in Surrey on occasion is something that may be required going forward however this can be discussed with a great degree of flexibility.

Main duties of the job

Some of the Key Responsibilities are

To be responsible for the overall management of the Contracts team, providing line management and support at a professional and managerial level

To be responsible for a portfolio of small/medium/large contracts. Lead the contract negotiations, provide and/or analyse contract activity, hold regular contract review meetings, and undertake any follow-up action. Ensure any Commissioner queries / disputes are resolved in a timely manner.

To initiate action plans and engage clinical leadership to drive robust contract management.

To provide contracting input to inform the Trust’s business decisions, annual Plan/Monitor Plan & Other Returns as agreed

To act as an overall specialist with regard to Trust contracts, providing specialist advice in relation to contractual arrangements and related policies. Keep up to date with all relevant guidance, legislation and NHS targets and ensure the effective dissemination of relevant information as directed

To deputise for the Assistant Director of Contracting at key external meetings and forums, and present the Trust’s agreed corporate position

To operate a cost effective service that drives continuous improvement of finance business practices and proactively promotes and supports change to deliver excellence in service delivery

To evolve a climate that recognises and rewards achievement, and challenges under performance, through excellent communication and engagement with the team

We also provide social care services for people with a learning disability in Croydon and ASD and ADHD assessment services in Hampshire.

Qualifications

Essential criteria
  • Qualified to degree level or equivalent level of experience working at a senior level in a contracting environment.
Desirable criteria
  • A further qualification in accounting, law or management would be an advantage

Experience

Essential criteria
  • Demonstrate extensive experience in a contractual role involving negotiations/ monitoring with commissioners / providers
  • Experience of leading and managing a team
  • Experience of leading contracts and negotiations to a successful conclusion
Desirable criteria
  • Costing & pricing experience an advantage
  • Evidence of continued professional development

Knowledge

Essential criteria
  • Detailed knowledge of NHS Contracting and Commissioning processes
  • Knowledge of current and frequently changing contract law

Skills

Essential criteria
  • Highly numerate and IT literate and able to make full use of IT suites
  • Proven contract management skills
  • Experience of analysing complex performance and activity information, and evaluating the impact on business performance
Desirable criteria
  • Development of local and PbR tariffs an advantage
